Viberoptix is a Tier 1 contractor, specialising in the design, build and installation of full fibre networks. As the business continues to grow, we are seeking a Street Works Compliance Manager to join the team in Cumbria.
This role will be responsible for ensuring the business unit maintains compliance with the New Roads & Street Works Act 1991, the Traffic Management Act 2004, Council permit schemes. The Street Works and Compliance Manager will have the ability to develop relationships with all stakeholders and promote a professional image for the company.
The key tasks will be to provide expert advice in relation to street works legislation, complete audits on work sites to ensure compliance, assist in training and coaching of internal and external resources and collate, document, defend, negotiate and manage legislative fines/prosecutions relating to the relevant Acts. There will also be a requirement to supply in depth reports, KPI’s & other duties/tasks related to street works and attend meetings with relevant stakeholders.
Responsibilities:
- Ensure compliance across all teams with permit procedures and timelines to avoid fines.
- Assist in the coordination of Street works permits and NRSWA requirements with local authorities.
- Assist site teams with compliance on starting, modification and stopping permits.
- Audit of sites to ensure compliance and assist with training and coaching of site teams.
- Collating and managing associated fines/non-compliances and produce relevant reports.
- Assist in the process for disputing and negotiating fines within legislation timeframes.
- Analysing and responding to FPN’s, Defects, Section 74 charges, prosecutions and any associated fines within a timely manner &/or prescribed period.
- Developing KPI’s and other performance metrics for monthly tracking and reporting.
- Attend meetings and liaise with Local Authorities and Client Representatives where required.
- Assisting HSEQ and Operational departments in any investigations and remedial actions.
- Adherence to all Health and Safety practices
Skills & Qualifications required:
- Demonstrable experience of working in a similar role in the utilities or civil engineering sector and have excellent knowledge of relevant street works and traffic management legislation.
- Excellent communication skills and the ability to liaise and maintain good relationships with internal and external stakeholders.
- Good organisational and time management skills.
- Ability to meet strict deadlines while working under pressure.
- Assertive and confident when liaising with Project Teams, Client, Local Authorities and other stakeholders. A team player with proven leadership skills and ability to motivate the team.
- Comprehensive knowledge of NRSWA & TMA and associated legislation.
- Experience using Street Manager.
- Skilled in MS Office applications
- NRSWA Training Certification
- Full valid UK driving licence
- A relevant degree or NVQ Level 5 in appropriate discipline or equivalent and Membership of appropriate professional body is desirable.

The Job Role:
- To manage and oversee the civils aspect of the build, ensuring the associated build teams are meeting KPIs and targets
- Programme & Planning of works including daily tracking of network build
- Overall management of engineers / supervisors on site including daily liaison
- Ensure relevant Health & Safety standards are followed and achieved
- Development of team resulting in streamlining processes as required on network
- Oversee completion of works are carried out in line with acceptable handover to client including As-Built compliance / documentation
- Attend all required meetings with both Client & sub-contractors
- Chairing weekly progress meetings and ensuring Council permits are in place to keep civils works on schedule
- Co-ordination of work in line with delivery programme
- Manage client expectations on date deliveries and volume delivery targets
- Manage risk register in line with delivery programme and documentation of possible delays
- Assess, review, and mitigate commercial & contractual risks
- Monitor work production outputs closely with regular dialogue with the commercial dept.
- In-depth knowledge of BT Openreach specifications & documentation is desirable
- On site visits as required
The Person:
- At least 5 years’ experience in civils in the telecoms industry
- Previous management experience of teams
- The ability to motivate, manage and grow a successful team to deliver the highest possible standards
- Proven ability to build strong relationships

- Supervisors NRSWA accreditation with a thorough knowledge of The Reinstatement of Openings in Highways
- Experience of using Microsoft Office, including MS Project
- Full valid driving licence
- SSSTS or SMSTS
- Previously supervised civils gangs, box builders and reinstating crews (desirable)
- Experience of working with BT/Openreach and knowledge of Physical Infrastructure Access (PIA) (desirable)
- GIS/Autocad knowledge (desirable)

- Conduct surveys on land sites
- Examine previous records and evidence to ensure data accuracy
- Liaising with members of the public and obtaining wayleaves
- Ensure the correct documentation is produced and signed off
- Research and design methods for survey processes
- Use equipment and tools to accurately measure land features (e.g. longitudes, latitudes)
- Build maps, sketches, and charts
- Supervise and provide guidance to field staff
- Report on survey results and present findings to clients
- Collaborate with engineers on projects
Requirements
- Previous experience of wayleaves or surveying in a similar role
- Previous experience of working in a public facing role
- Working knowledge of GPS and GIS
- Excellent communication and interpersonal skills
- Tech savvy, including familiarity with CAD software
- Aptitude in math and problem-solving
- Attention to detail
